Minutes

Reminder of the CTO and the Chairman roles (ref: TC Chair election message):

An important figure at OW2, the TC Chair represents the community of project leaders. In that capacity, the TC Chair:
- leads technical discussion aimed at evolving the OW2 code base and maintaining it up-to-date and consistant,
- ensures the TC provides guidance to the CTO and the OW2 Management Office with regard to the technical infrastructure and the quality program,
- drives the project lifecycle management process including incubation to mature upgrades and project archiving,
- if necessary, helps settle conflicts between projects or resolve discussions that may arise from new project proposals.

The TC Chair supports the OW2 CTO in:
- the organisation of TC meetings,
- the technical représentation of OW2,
- technical outreach to other communities.

Quick reminder, as per section 6.02d of the OW2 Bylaws, of the scope of the OW2 Technology Council:
- building the overall technical architecture
- defining technical guidelines
- providing technology validation
- making project lifecycle decisions
- monitoring production and overall projects consistency
- defining the organization’s architecture vision
- validating the founding charters of Projects and Initiatives
- approving reuse of non-OW2 code into Projects and Initiatives

SLA gives an overview of the main ongoing actions that fall into the scope of the TC:

  • Infrastructure: forge v2, user management service, OpenStack
  • OSCAR program: model, tools and state of the art
  • Programming Contest 2016
  • Ongoing collaborative projects: OCCIware, Chorevolution, AppHub
  • Collaborative projects proposals

Discussion:

  • JPA: the survey that was conducted among the project leaders some time ago could still be used as a valid input for refining the TC strategy
  • DGA: understanding better what the project leaders expect from the OW2 program will help refine the strategy. For instance would they be interested in gettting some complementary guidance or services on license management? Stéphane: shall we provide direct connections to Inno3 consultants?
  • JPA: beside the Programming Contest, OW2 may help project leaders get closer to students by acting as a proxy to the Google Summer of Code and to the Inria program "Boost your code". NB: Jean is involved in the Summer of Code via Erocci / Erlang.
  • DGA emphasizes the importance of the infrastructure and the forge, and his interest for helping out in this area
  • SLA presents the newly created OSCAR wiki aimed at becoming a reference wiki about quality assurance and trustworthiness for open-source software.
  • DGA emphasizes the great positioning of OW2 for EU collaborative projects
  • DGA: we may try to enhance the relationships with the academic research world and to strengthen the connection between academia and industry, so as to position even further OW2 as a complementary link between the two.
  • JPA reminds us about the importance of promoting the TC existence and vision at conferences
  • DGA and JPA are in favour of scheduling regular IRC meetings again

Actions:

  • SLA: organize a call with Cedric, Daniele, Stéphane
  • SLA: review the results of the project leaders survey (check with Cedric)
  • DGA + SLA: draft a short list of actions that Daniele would be interested to lead in the next months
  • DGA + SLA: Stéphane will publish the OW2 forge v2 roadmap proposal to the TC wiki for discussion with Daniele and then with the TC
  • SLA: discuss with MO the opportunity to expand the scope of the Contest approach to other existing contests
  • DGA + SLA: organize the next IRC meeting
  • DGA + SLA: meantime, additional action reminder via Gabriele: update the TC member list - give a pass over the procedure we had set up with Jean (ie: write a mail to all members, ask them to send a reply within 3 weeks stating that they're still interested in remaining active) and proceed with it if all ok
